Create a bounded monitoring Task
Use one currency and request several latest observations. The small history makes the workflow resilient if a scheduled run is delayed.

In your destination table, upsert by currency and date; never key only on collection time. Store rate_per_eur for the ECB direction and use eur_per_unit when a report needs the inverse. Before automating decisions, compare several rows with the official portal. Check the observation date, status, and units. A Monday dataset may still show Friday as the newest value before the next publication, which is normal rather than a failure.
For alerts, compare newly inserted official observations with the previous observation, not the previous Actor run. Multiple runs on the same publication date should not be treated as separate market moves. Set a percentage threshold that suits the business process and include the source link in alert messages.
