Make cross-country comparisons comparable

Select the same assessment, subject, grade or age group, proficiency threshold, and reporting year before ranking countries. Similar indicator labels can hide different populations or methods. Keep sex and location disaggregations separate unless a total is explicitly published. If countries report in different years, display those years prominently and avoid calling the result a current ranking. Add uncertainty or qualifier fields when the source provides them, and exclude regional aggregates from country ranks. A useful comparison table includes value, unit, reference year, assessment basis, footnote, and source link so readers can judge comparability instead of seeing only a sorted bar chart.
